Policies of the Office of the Kingdom Chamberlain

I. Definition of Regalia

A. "Regalia", as pertains to this office, is defined as any kingdom property intended for the use of the Crown, the Heirs, or the Royal Champions. "Regalia" includes but is not limited to, crowns, thrones, banners, clothing, jewelry, pavilions, and weapons.

II. Creation of New Regalia

A. Anyone is welcome to donate an item or items to be included in the kingdom regalia.

1. It is suggested that anyone wishing to donate items consult with the Chamberlain first to ensure proper use of the kingdom heraldry and to reduce duplication of effort.

B. In order to receive reimbursement for materials from the Chancellor of the Exchequer, the proposed expenditure must be approved by the Chamberlain in advance.

1. The kingdom may pay only for the cost of materials for regalia, never for labor.

2. The only exception is purchase of commercial items.

3. The Crown or the Heirs cannot commit kingdom funds for regalia without first consulting the Chamberlain.

4. When in doubt, ask the chamberlain FIRST.

III. Maintenance of Existing Regalia

A. The Chamberlain will solicit assistance in updating, repairing or refurbishing exists regalia where necessary. The populace is encouraged to offer their skills and assistance in the maintenance of the kingdom's regalia. The same rules for spending kingdom money apply to maintenance of regalia as apply to creation of regalia (see section II: Creation of New Regalia).

IV. Use of Regalia

A. As per kingdom law, the Chamberlain will provide a storage place for the regalia and create a mechanism for checking items into and out of storage.

1. All regalia items are inventoried and assigned an item number.

2. The Crown, the Heirs, and the Royal Champions may check out the appropriate items of regalia personally, or may designate a representative to do so.

3. All items checked out will be identified by name, item number and date removed from storage.

4. All items must be signed for by the party who will be responsible for them.

5. An item is not considered to be "checked in" until the Chamberlain has signed off on the item.

6. Items lost or damaged while checked out must be repaired or replaced by the responsible party unless circumstances indicate otherwise.

7. Items checked out must be surrendered when deemed necessary by the appropriate officers of the SCA, Inc. Appropriate officers may include, but are not limited to, the Kingdom Seneschal, the Chancellor of the Exchequer, or the Chamberlain.

V. Decommissioning Regalia

A. At such time as an item is deeming too fragile to continue in service, or is otherwise unusable, the Chamberlain will propose to the Crown and Heirs that said item be retired and removed from the inventory. If both the Crown and Heirs approve, the item will be retired in the following manner:

1. If the item is damaged beyond repair, it will be disposed of in a dignified manner.

2. Else, if the original donor can be found, the item will be offered to said donor.

3. If the original donor cannot be found, or does not wish to reclaim the item, it can be auctioned off, and the monies placed into a fund to create and maintain future regalia.
