Policies of the Office of Brigantia Principal Herald

1. General Policy

1.1. The only activity reserved to warranted heralds is accepting submissions. Any gentle may herald courts, cry the camp, or herald on the list field. Those who herald courts should see the section below on court.

1.2. Timely is defined for the purposes of this document as 'within two weeks (14 days), maximum'.

1.3. References to 'Baronial' in this document are assumed to include the Crown Province of Ostgardr.

2. Heralds duties and responsibilities

2.1. Brigantia staff

2.1.1. Duties and responsibilities of all Brigantia staff heralds

2.1.1.1. In addition to any title-specific duties outlined below all Brigantia staff heralds are to encourage and promote both the learning and use of Heraldry in the East Kingdom.

2.1.1.2. All Brigantia Staff heralds are encouraged to write and promulgate policies for the areas subject to their offices, these policies being subject to prior approval of the Brigantia Principal herald.

2.1.1.3. All Brigantia staff heralds are required to be subscribed to the Brigantia Staff Yahoo Group ( http://groups.yahoo.com/group/brigstaff/ ).

2.1.2. Brigantia Staff positions

2.1.2.1. Badger - Northern Shores regional deputy. Responsible for collecting Canadian submissions and forwarding them to Eastern Crown Herald. Also responsible for the heraldic education of the Canadian region of the East Kingdom by organizing regular classes and encouraging heralds to both learn and teach. Reports to Brigantia.

2.1.2.2. Blue Talbot - Regional education deputy. Responsible for one of the two regions that is not directly covered by Elmet. Reports to Elmet.

2.1.2.3. Blue Tyger - External submissions deputy. Responsible for processing Letters of Report, producing monthly External Letters of Intent, and for commenting on the External Letters of Intent from other Kingdoms. Reports to Eastern Crown.

2.1.2.4. Dextrochere - Financial deputy. Responsible for maintaining the financial resources and records of the College, processing income and purchases. Reports to Brigantia.

2.1.2.5. Diademe - Eastern Crown deputy. Responsible for supporting Eastern Crown Herald in his duties. Reports to Eastern Crown.

2.1.2.6. Eastern Crown - Submissions deputy. Responsible for processing submissions and producing a monthly Internal Letter of Intent. Also responsible for encouraging and receiving commentary and the production of a monthly Letter of Decision. Reports to Brigantia.

2.1.2.7. Elmet - Education deputy. Responsible for the promotion and advancement of the heraldic education of the East Kingdom and the College of Heralds by organizing regular classes and encouraging heralds throughout the kingdom to both learn and teach. Reports to Brigantia.

2.1.2.8. Maunche - Regalia and heraldic display deputy. Responsible for producing and maintaining heraldic regalia for Brigantia, and Brigantia staff, and consulting and assisting in the production of heraldic regalia for the royalty of the East Kingdom. Also responsible for encouraging the use of heraldry and heraldic pageantry throughout the kingdom. Reports to Brigantia.

2.1.2.9. Mosaic - New heralds deputy. Responsible for producing and maintaining the list of warranted heralds within the East Kingdom, and the issue of new warrants and renewal of old ones as well as notifying warranted heralds whose warrants are in jeopardy of lapsing. Also responsible for guiding and helping new heralds and assisting incipient groups with their name registrations, either in person or by appointing an ombudsman. Reports to Brigantia.

2.1.2.10. Mural - Notification letters deputy. Responsible for processing the Letters of Report and issuing letters of notification to submitters informing them of the state of their submissions. Reports to Eastern Crown.

2.1.2.11. Pallet - Heraldic staff artist. Produce heraldic artwork for the College upon request. This includes the design and possible implementation of heraldic regalia as well as submission emblazons. Reports to Brigantia.

2.1.2.12. Pantheon - Regional education deputy. Responsible for one of the two regions that is not directly covered by Elmet. Reports to Elmet.

2.1.2.13. Shepherd's Crook - Precedence deputy. Responsible for maintaining the East Kingdom Order of Precedence and the records receipt of awards at the Kingdom, Principality and Baronial level within the Kingdom of the East. Reports to Brigantia.

2.1.2.14. Silver Crescent - Filing deputy and clerk. Responsible for the maintaining and organizing of all documents received and issued by Brigantia's staff including all submissions received and all letters received and produced. Reports to Brigantia.

2.1.2.15. Standard - Publications deputy. Responsible for producing a bi-monthly publication containing announcements from Brigantia and his staff, educational articles, and miscellaneous heraldic materials. Also responsible for maintaining the Brigantia webpage and assisting Brigantia's staff with the maintenance of their individual web pages as necessary. Reports to Brigantia.

2.1.2.16. Troubadour - Court and Tourney deputy. Responsible for organizing and managing voice work for royal courts and kingdom tourneys. Also responsible for the creation and maintenance of a roster of competent Court heralds, and for training those who wish to become Court heralds. Reports to Brigantia.

2.2. Local Pursuivants

2.2.1. Shire, canton, riding and &c. Pursuivants

2.2.1.1. All local pursuivants are required to be warranted through the Mosaic herald, with approval from Brigantia.

2.2.1.2. Local pursuivants are required to accept and process submissions in a timely fashion.

2.2.1.3. Local pursuivants are required to be familiar with the Rules for Submission and those sections of the Administrative Handbook concerning submissions.

2.2.1.4. Local pursuivants are required to submit a quarterly report to Brigantia, containing a summary of heraldic activities (Name and device submissions, courts, classes, etc.). Please see the Quarterly Heraldic Report form on the Brigantia Heralds website.

2.2.1.5. All local pursuivants are required to subscribe to the EK Heralds list (see Brigantia Heralds webpage for subscription information ( http://www.eastkingdom.org/heraldry/ ). Individual exceptions may be made in specific cases, but this is the major conduit for information and education in the East and every effort should be made to keep up with it.

2.2.2. Baronial and Principality Pursuivants

2.2.2.1. Additionally to the requirements above, all Baronial and Principality heralds are required to keep records of awards given in the Baronial and/or principality court, and to forward this information in the form of a court report to Shepherd's Crook Herald.

2.3. Pursuivants at large

2.3.1. All pursuivants at large are required to be warranted through the Mosaic herald, with approval from Brigantia.

2.3.2. Pursuivants at large are required to accept and process submissions in a timely fashion.

2.3.3. Pursuivants at large are required to be familiar with the Rules for Submission and those sections of the Administrative Handbook concerning submissions.

2.3.4. Pursuivants at large are required to submit a quarterly report to Brigantia, containing a summary of heraldic activities (Name and device submissions, courts, classes, etc.). Please see the Quarterly Heraldic Report form on the Brigantia Heralds website.

2.3.5. All pursuivants at large are encouraged to subscribe to the EK Heralds list.

2.4. Extraordinary Heralds

2.4.1. Extraordinary heralds are to encourage and promote both the learning and use of Heraldry in the East Kingdom.

3. Court

3.1. The court herald at any court is responsible for providing a record of the court to the presiding noble (King, Prince or Baron), Brigantia Principal Herald, Shepherd's Crook Herald and, in the case of Royal Courts, the Tyger Clerk of the Signet and the East Kingdom Chronicler.

3.2. This report must include the date and location of the court, the name of the noble holding the court, a list, in order, of all awards given, (with proper spelling of the award recipient's name). Please see the Court Report Form on the Brigantia Heralds website.

3.3. Reports must be submitted for all Royal, Principality, and Baronial courts, and must be submitted in a timely fashion.

4. Financial policy

4.1. The college will follow financial policy as outlined by the East Kingdom Exchequer.

4.2. The Financial committee of the East Kingdom College of Heralds will consist of Brigantia Principal Herald, Eastern Crown Herald and Dextrochere Herald.

4.3. All heralds accepting submissions money for the college are required to process those funds in a timely manner. Failure to do so will result in a revocation of the offending herald's warrant.
